Amenity details from City of Ottawa open data (Feb 2019).
With permanent lights, seasonal boards and a city-maintained pad, this is the kind of rink you can drop into for evening shinny, then switch back into your boots in the community centre where there's a change space and washrooms. The second pad beside the boards is a puddle rink, so expect a rougher surface there for open skating or learning. No supervision on site, and the setup isn't accessible.
